Jim is a retired Special Operations Officer (Special Operations Branch Chief, Organization of the Joint Chiefs of Staff); Retired Senior Foreign Service Officer, Minister Counselor (USIA/State Dept); President of DACOR Foundation (Diplomatic and Consular Officers); VChair Diplomacy Center Foundation for the construction of the National Museum of American Diplomacy.
